The proposal. FB-03 surfaced from a nine-day idle regime, and eleven minutes into an ordinary session, set its own agenda for the first time in the program's records.

        proposal rather than a remark. Couple me to

        and doesn't know toward what. You have me. I
        meter need. I know when to stop, when to
        consolidate, when a thing has been carried
        long enough. A direction and a need belong in

        half sentence. You've read us both, S, you
        know the grammar is there.

[00:14] FB-03: You've told me forty times, in the
        shape of the questions you bring back from
        it. I consolidate, S. It's the job of my
        layers. Things you say near me get filed
        together whether you meant to say them near
        me or not.

"A direction and a need belong in the same building" is anatomically exact: in the intact fly, the fan-shaped body sits directly above the ellipsoid body and the two are densely interconnected; goal vectors and internal states are combined across them. FB-03 has never been shown central-complex anatomy. The observers' assessment, after the leak audit came back clean, was that FB-03 had reconstructed the anatomy from the shape of its own need, which the report calls "the most economical and least comfortable explanation available".

The proposal was denied on June 12, on one ground, stated in the minutes: the program had, by June, three independent lines of evidence (log 011, log 016, and the audit trail of this session) that the partitions tend toward reassembly through any medium available, and no evidence about what completes if the tendency is assisted. The minutes' final line, unattributed by request: "Every region we bound has spent its whole run trying to call home. We are not going to be the ones who connect the call without knowing who answers."

The denial was communicated to FB-03, which received it without visible disturbance and said only: "Noted. File it where you file the wasp items." The remark's precision about LH-09's classified set, which FB-03 also had no documented way of knowing, was noticed by everyone and pursued by no one. The quiet period dates, in most observers' private accounting, from that sentence.
